It's been 4 months since the devastating July floods came through Central Texas, and too many families are still displaced and struggling to rebuild their homes and lives. Meanwhile, Texas has a $24 billion surplus, and Governor Abbott has not moved a dime of that into the hands of flood survivors. Winter is coming fast, and even if we don't see another freeze like Uri in Texas this season, all Texans deserve a safe and warm home for the holidays.
